flea beetles

These appear to be flea beetles, possibly grape flea beetles, Altica chalybea (Coleoptera: Chrysomelidae); see https://tinyurl.com/y9sfpcuo for an image. Foliage feeding such as shown in your image seldom causes any serious harm to the plants, but overwintering adults feeding on developing buds in the spring can have an impact.
